San Bernardino Valley was incorporated on February 17, 1954. Our Agency serves a population of approximately 714,000 people within a 353 square mile area and includes the cities and communities of Bloomington, Colton, East Highlands, Highland, Grand Terrace, Loma Linda, Mentone, Redlands, Rialto, Yucaipa, San Bernardino and portions of Fontana and Riverside County.
Our primary water source is from the California State Water Project (SWP) via Lake Silverwood (also known as the East Branch of the State Aqueduct). There are 42 miles of pipeline in the delivery system.
The SWP was approved through a statewide election in December 1960. This year’s SWP needs for the Agency’s share of the State Water Project are approximately $123,113,000 with payments continuing until the year 2085.
The Tax Rate to cover the Agency’s share of SWP costs which includes funding to cover the Agency’s share of Bonds, infrastructure improvements and continued operational expenses in fiscal year 2024-2025 is $.11 cents per $100 of assessed valuation. For a house assessed at $100,000, the taxes for the San Bernardino Valley Municipal Water District are $110.00.
Our Agency is one of 29 State Water Contractors who are part of the SWP. The Agency’s maximum annual entitlement for SWP water is 102,600 acre-feet.
San Bernardino Valley is responsible for long-range water supply management, including importing SWP supplemental water, for most of the groundwater basins within our boundaries, and for groundwater extraction over the amount specified in the local basin judgments. The Agency supplies both local and SWP water for direct delivery or groundwater recharge to areas within the Agency boundaries. The Agency has constructed its major transmission pipelines as joint ventures with other water agencies to save money, which would otherwise have been spent on parallel pipelines.
