The San Bernardino Valley Municipal Water District began working on its Strategic Plan in 2019 and was completed in 2022.

The Strategic Plan: Our Foundation crystalizes San Bernardino Valley’s purpose and identity. It illustrates our character and tenacity. To develop this foundational document, San Bernardino Valley’s Board and staff conducted a multi-year effort including a series of workshops, interviews, stakeholder meetings and expert-led discussions. Through the information that was gathered, the Directors have developed the Agency's first ever Mission, Vision, and Values statements, and a set of Agency priorities for the future.

With hours of collaboration and input from staff, the Board of Directors, and partnering constituents, the Strategic Plan is a call to action that communicates San Bernardino Valley’s unique purpose, identity, desired future state, and strategies to accomplish its long-

term goals.

San Bernardino Valley’s Strategic Plan Framework includes two primary components. The first component – Strategic Plan: Our Foundation is intended to be long lasting and foundational, only requiring updates every 5-10 years or longer.

The second component, Strategic Plan: Goals & Objectives, builds upon Our Foundation and is intended to be a more frequently updated, tactical document that aligns with San Bernardino Valley’s annual budgeting process. This will be an active instrument that builds upon Our Foundation by setting clear goals, performance measures and actions to help the San Bernardino Valley achieve its mission.
