California Elections Code Section 22000 requires each special district to adjust division boundaries after each decennial census, and using that census as a basis, adjust the boundaries of any divisions so that the divisions are, as far as practicable, equal in population.  This process is important in ensuring each elected board member represents about the same number of constituents.

In adjusting the division boundaries of the District, the following factors are considered:

1. Topography
2. Geography
3. Cohesiveness, contiguity, integrity, and compactness of territory, and
4. Community of interests of the District

Public hearings provide an opportunity to learn about the process and share your input as the divisions are reviewed, analyzed, and reshaped.  The public was invited to participate in the public hearings on the following dates:

Based on the 2020 U.S. Census, San Bernardino Valley must ensure all divisions are, as far as practicable, equal in population for equal representation on the Board of Directors. This requires rebalancing the boundaries of divisions to achieve population parity.  

Three (3) draft map scenarios have been developed with revised boundaries to meet the requirements of the redistricting process.  Each iteration of the draft maps builds upon the subsequent approved version to ensure equal representation.
